Course Description

us flagDisaster Resilience Essentials for Water and Wastewater Utilities aims to improve the resilience of water and wastewater utilities. It provides the essentials needed to gain a foundational understanding of water and wastewater-sector disaster preparedness principles.

This course introduces the various natural and human-caused (accidental or intentional) hazards to which water and wastewater systems may be vulnerable and the potential effects of those hazards. It discusses how to plan for and manage incidents that may occur. Disaster mitigation, response, and recovery measures specific to drinking water and wastewater systems are also addressed. Participants are guided through portions of the Environmental Protection Agency (EPA) Response Protocol Toolbox (RPTB) to identify steps in the response and recovery processes. Scenarios are presented throughout for an all-hazards incident that affects a utility.

Prerequisites

  • Participants must have a FEMA Participant Identification Number (SID) to register for this class. To obtain a SID, register online at cdp.dhs.gov/femasid.

Course Completion Requirements

Participants must provide information for all required fields, including their U.S. citizenship/permanent resident information, in addition to meeting all other attendance and course completion requirements. If this information is not provided, the participant will be considered incomplete and will not receive a certificate of completion.

Citizenship and FEMA Student ID Requirement

Participants must be U.S. citizens in order to attend this class. A
FEMA Student ID is required to register for and participate in any
training provided by FEMA agencies. All FEMA training providers,
registration systems, and enrollment procedures are required to use this
FEMA SID, which can be obtained at the FEMA website.

Participant Must Provide

  • A photo identification on the first day of class. See the Participant Handbook, opens in a new tab] for approved forms of identification and additional guidelines.
  • Electronic
    device such as a smart phone, tablet, or laptop to complete the
    pre-test, evaluation, and post-test online in the class.

Online Course Technical Requirements

To successfully complete this online course, participants must have:

  • Computer tower or laptop (the use of a mobile devise is not recommended)
  • Broadband or high-speed internet connection with at least 2.0 Mbps bandwidth (bi-directional, i.e. sending and receiving)
  • Current version of web browser:
    • Recommended: Mozilla Firefox 52 or higher, Google Chrome 80 or higher
    • Alternatives: Internet Explorer 11, Safari 11 or higher
  • Adobe Acrobat Reader 10 or higher

Attendance Requirements

To meet attendance requirements, participants must review each training module and complete all required course assignments, activities, quizzes, and Post-Test. Participants are required to score a 70% or better on the Post-Test in order to receive a course certificate of completion. Participants have three attempts to pass the Post-Test.

  • Outline prevention and protection measures.
  • Recognize the importance of mitigation measures.
  • Identify procedures and resources for disaster response.
  • Identify disaster recovery resources and activities.

Suggested Audience

This course is intended for local government employees in the areas of critical infrastructure, water and wastewater, and public works, as well as city managers, emergency management staff, and related stakeholders with interdependencies to the water and wastewater sector.

As part of a Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) cooperative agreement training program, this course is available at no direct cost to state, county, and local government agencies.

At the completion of this course, you will be required to pass a comprehensive final exam in order to print a certificate of completion.
