Course Description

The Operational Level Response to HazMat/WMD Incidents course focuses on the special challenges faced by emergency responders at the operations level in dealing with a Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) incident. Upon completion, participants will be able to respond defensively to a CBRNE incident.

This course focuses on training responders to meet the requirements established in Chapter 6 “Competencies for Hazardous Materials/WMD Operations Level Personnel (NFPA 472),” Chapter 7 “Professional Qualifications for Hazardous Materials/WMD Operations Level Personnel (NFPA 1072),” and Job Performance Requirement (JPR) 9.2 “Personal Protective Equipment” in Chapter 9 “Professional Qualifications for Hazardous Materials/WMD Operations Level Responders Assigned Mission-Specific Responsibilities (NFPA 1072)” of National Fire Protection Association (NFPA) 470, Hazardous Materials/Weapons of Mass Destruction (WMD)Standard for Responders (2022 edition).

Prerequisites

To take the National Board on Fire Service Professional Qualifications (Pro Board) exam, participants must have successfully completed one of the following:

For national Pro Board certification, the following are the minimum certification requirements as defined by the NFPA standards and TEEX/ESTI:

  • NFPA 470, Hazardous Materials/Weapons of Mass Destruction (WMD) Standard for Responders, Chapter 5 “Professional Qualifications for Hazardous Materials/WMD Awareness Level Personnel (NFPA 1072)”
  • NFPA 1072, Standard for Hazardous Materials/Weapons of Mass Destruction Emergency Response Personnel Professional Qualifications, Chapter 4 “Awareness” (2017 edition)
  • NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, Chapter 4 “Competencies for Awareness Level Personnel” (2002, 2008, or 2013 editions)

Course Completion Requirements

  • Attend 80% or more of scheduled class hours.
  • Pass the post-test with minimum of 70%.

Upon successful completion, you will be able to:

  • • Describe Hazardous Materials/Weapons of Mass Destruction (HazMat/WMD) incidents and hazards, as well as necessary actions and available assistance, with proper terminology
  • • Describe the likely behavior of a Hazardous Material/Weapon of Mass Destruction (HazMat/WMD) and its impacts given a specific incident.
  • • Identify containers and transporters of Hazardous Materials (HazMat) as well as the ways they can breach, release their contents, and disperse their contents.
  • • Demonstrate the process for a safe and effective assessment of a Hazardous Materials/Weapons of Mass Destruction (HazMat/WMD) incident, including contacting other relevant parties.
  • • Use approved Personal Protective Equipment (PPE) in a given Hazardous Materials/Weapons of Mass Destruction (HazMat/WMD) incident.
  • • Choose safe and effective strategies and tactics at a Hazardous Materials/Weapons of Mass Destruction (HazMat/WMD) incident.
  • • Demonstrate managing a Hazardous Materials/Weapons of Mass Destruction (HazMat/WMD) incident so that hazards and casualties are minimized and information is communicated
