Course Description

CEL400, Fundamental Tower Rescue, is designed to provide an overview of the “must-know” skills, knowledge, and abilities necessary to rescue an individual from height on a utility tower. This course conforms to the NSFPA 1006.2021 Tower Rescue Skills Standard for awareness, operations, and technical information, as well as ANSI Z359, Z87, and Z89 standards. After completing this course, participants will be familiar with the nationally recognized safe work practices, precautions, basic safe work procedures, and regulatory compliance measures relevant to rescue from a tower or structure.

Prerequisites

Participants must verify tower- or rope-climbing experiences via one of the following methods prior to registration, depending on their professional experience:

  • Firefighters must have completed RES104 NFPA 1006 2021 Edition Rope Awareness and Operations Training or an equivalent course.
  • Telecom and utilities worker participants must meet all requirements listed in the CEL400 Participant Qualification and Affidavit Form available for download in the Resources field on the right. Submit required course certificates if applicable, or complete, sign, and submit the affidavit form.

Course Completion Requirements

Participants Must Provide:

  • Climbing boots

Participant Photo Identification Requirements

Participants attending face-to-face classroom training events will be required to provide photo identification. Participant identification will be verified by a TEEX designated representative the morning of the first day of class. The proof of identification should include the full name and photograph of the individual. The following are acceptable
forms of photo identification:

  • State-issued IDs such as a Driver’s License or Identification Card
  • United States of Foreign Passports
  • National Identity Card
  • U.S. Military Card (front and back)
  • Military Dependent’s ID Card (front and back)
  • Permanent Resident Card
  • Certificate of Citizenship
  • Certificate of Naturalization
  • Employment Authorization Document
  • Employee ID or Badge with photo

In order to receive a Certificate of Completion, the participant must:

  • Attend 100% of the course
  • Sign attendance roster each day of class
  • Complete and pass all participant activities
  • Complete the end-of-course evaluation

Attendance Requirements

Class attendance is an essential part of the education process, and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 100% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirement, for example a field exercise that cannot be missed.

Upon successful completion, you will be able to:

  • choose appropriate slings, ropes, and knots for rescue operations.
  • prepare for tower rescue operations.
  • perform a pick-off rescue at elevation.
  • perform operations necessary for rescue from a tower.
  • perform operations necessary for rescue from the ground.

Suggested Audience

This course is designed for transmission linemen, communication tower workers, rope-rescue firefighters, high-angle rescue workers, and any other workers involved in working at elevation.
