Course Description

US FlagPublic services and public works play a vital role in disaster management. Public services safeguard communities and minimize the impacts of incidents. The mission of public works agencies across the country is to construct, maintain, and protect our Nation’s public infrastructure and facilities. Consequently, disaster management efforts need to be integrated between critical infrastructure, emergency management, and support personnel. Clear communication and coordination between utilities, transportation, fire, public safety, city planning/urban development, public health, and local, state, and federal emergency management officials ensure an effective and resilient response and recovery.

The Disaster Management for Public Services and Public Works course brings together representatives from public service and public works agencies who are expected to identify and mitigate hazards and plan and manage disaster response and recovery efforts within their jurisdictions. Participants work together in multidisciplinary teams to apply the course information with their professional experience in a variety of hands-on, small group activities, and disaster scenarios.

There are no prerequisites for this course.

Course Completion Requirements

Citizenship and FEMA Student ID Requirement

Participants must be U.S. citizens in order to attend this class. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the FEMA website.

Participant Must Provide

  • A photo identification on the first day of class. See the Participant Handbook, opens in a new tab] for approved forms of identification and additional guidelines.
  • Electronic device such as a smart phone, tablet, or laptop to complete the pre-test, evaluation, and post-test online in the class.

Attendance Requirements

Class attendance is an essential part of the education process, and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, the instructor will review any additional attendance requirement, for example an activity or exercise that cannot be missed. Additionally, participants are required to score a 70% or better on the Post-Test in order to receive a course certificate of completion. Participants have three attempts to pass the Post-Test.

  • Assess hazards that have the potential to threaten the reliability of public services and public works.
  • Utilize strategies that support resource management, planning, and training in preparation for incidents affecting public services and public works.
  • Plan for disasters using available federal guidance and other strategies.
  • Administer mitigation strategies that protect public services and public works.
  • Assess how Community Lifelines contribute to the stabilization of critical infrastructure during incident response.
  • Implement disaster recovery strategies that contribute to the resilience of public services and public works.
