This course emphasizes the unique aspects of response to an incident occurring during a sports/special event, including considerations for business continuity and after-action activities. You will learn the skills necessary to effectively manage an incident by applying and implementing a multi-disciplinary management team approach as described in the National Incident Management System (NIMS).
The course is designed to help develop athletic department staff, facility management personnel, campus public safety personnel, emergency response supervisors, and others involved in sports/special event management to better manage incidents that could occur during an event.
At the end of the course a practical application exercise can be customized to your facility where the course is held.
This course was developed in a partnership effort between The University of Southern Mississippis National Center for Spectator Sports Safety and Security (USM/NCS4) and the TEEX National Emergency Response and Recovery Training Center (NERRTC).
There are no prerequisites for this course.
Course Completion Requirements
Score a minimum of 75 % on the Post-Test and participate in course activities.
Students participating in FEMA-provided training are required to provide their FEMA Student Identification (SID) number starting January 1, 2013. Your FEMA SID uniquely identifies you throughout the FEMA organization and all of its agencies. It serves as your personal identification number and combines all of your FEMA training records under one account to simplify tracking of all your FEMA training accomplishments.

Participants Must Provide
- a photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.
Attendance is crucial in order to receive credit for this course. All participants must complete a registration form at the beginning of the course, sign the attendance roster for each day of the course, and complete the evaluation at the end of the course in order to receive a certificate of completion.
A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website: https://cdp.dhs.gov/femasid; or with TEEX assistance upon arrival for class.
Attendees are encouraged, but not required, to complete
- Sport Event Risk Management (AWR-167) or have equivalent training/experience prior to attending this course.
- IS 200 Basic Incident Command System for Initial Response.
- Identify event management stakeholders and partner relationships as they relate to sports and special events management.
- Identify potential risks to sports and special events and develop mitigation strategies that could lessen or alleviate the impacts of the risks.
- Examine the event planning process and identify event planning considerations, including the importance of event planning and developing and implementing an event action plan.
- Identify the essential elements of and steps involved in transitioning from event operations to an incident.
- Identify the importance of recovery issues after an incident and partnerships in event/incident closeout, hot washes, after action review and reporting, and corrective action planning and implementation.
- Apply incident management, planning, and resource management techniques as they relate to an incident that occurs within a special event or in a sports venue within a multi-agency, multi-discipline response scenario.
To reinforce the multi-discipline team approach, the target audience for this course will include stakeholders from:
- Athletic departments
- Operators of large arenas/venues
- Campus public safety
- Campus emergency management
- Campus administration
- Campus environmental health and safety
- Campus physical plant / public works
- Student life/affairs
- Public affairs
- Sports information
The audience also includes stakeholders from communities that host, surround, or neighbor venues for sports/special events. These include:
- Fire Services
- Emergency Medical Services (EMS)
- Law enforcement at the local, state, tribal, and federal levels
- Non-governmental organizations
- Local elected officials
- Public Health (PH)
- Public Works (PW)
Other local, state, and federal agency representatives that would be involved in the planning and management.
