Course Description

US FlagDo you fully understand the risk to your facility and know what makes your facility susceptible to risk? Are you prepared to mitigate those risks?

The Conducting Risk Assessments to Critical Community Assets course teaches the critical components of risk management and provides participants the basic fundamentals of determining and mitigating risks associated with their critical infrastructure. Through a combination of lecture, facilitated discussion, and group activities, participants will learn how threats, vulnerabilities, and consequences determine risk and are given an opportunity to practice the fundamentals of conducting vulnerability assessments by conducting an on-site site-specific risk assessment of select local facilities. Additionally, they will identify potential mitigation measures associated with their findings and work together to develop and present a risk assessment report.

Individuals completing this course in combination with AWR213, MGT310, MGT414, and MGT452 are awarded the TEEX Infrastructure Protection Certificate.

This course meets Texas Commission on Law Enforcement (TCOLE) requirements for MGT315 ETRA course #78407.


There are no prerequisites for this course.

Enrollment Requirements

Participants must be U.S. citizens. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website:; or with TEEX assistance upon arrival for class.

Note: Prior attendance approval from host jurisdiction is required.

Course Completion Requirements

Participants are required to score a 70% or better on the Post-Test and attend 80% of the course hours in order to receive a course certificate of completion.

Participant Must Provide

  • A photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.
  • Laptop or tablet

Attendance Requirements

Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirement, for example, a field exercise that cannot be missed.

Participants in a TCOLE credit course must complete the class in its entirety to receive TCOLE credit.

Upon successful completion, you will be able to:

  • Explain the concepts of risk.
  • Complete a threat/hazard assessment for a community critical asset.
  • Develop the knowledge, skills, and abilities needed to work as a member of an assessment team to identify vulnerabilities of community-critical infrastructure.
  • Complete a Consequence Assessment for a given asset within the community.
  • Apply managing risk concepts for community assets.
  • Discuss mitigation concepts.
  • Perform a Risk Assessment of a given community asset.
