This course will provide an introduction to the FEMA Public Assistance Programs to help local jurisdictions better understand recovery and improve preparedness for the next disaster. Front line jurisdiction leaders and staff members will learn information to better assist their communities and eligible Private Non-Profit partners to prepare for and recover from disasters. Instructors will facilitate an understanding of how to identify and navigate disaster recovery resources by guiding students through the FEMA Public Assistance Process, providing best practices while avoiding major pitfalls. Many local jurisdictions lack a robust understanding of these processes and thereby fail to obtain, and retain, all the recovery revenue the community is eligible for. This course helps prepare communities to maximize recovery resources in a compliant manner thereby ensuring effective long term recovery from disaster.
There are no prerequisites for this course.
Course Completion Requirements
FEMA Student ID Requirement
Prior to course delivery, the hosting jurisdiction for the class shall inform all participants of the FEMA requirement to establish a FEMA Student Identification Number (SID). This can be accomplished by registering at FEMA’s website. Participants will be asked to provide their SID when they arrive and complete the registration process for the course.
Participant Must Provide
- a photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.
Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. This course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirements, for example a field exercise that cannot be missed

- Discuss the major Federal disaster assistance and recovery programs available to jurisdictions following a disaster.
- Discuss operational planning and applicant collaboration considerations of the Public Assistance process.
- Discuss elements of the initial stages of the FEMA Public Assistance Program process leading to project formulation.
- Discuss key considerations in formulation and managing Public Assistance projects.
- Discuss key considerations in funding, monitoring, and closing out Public Assistance projects.
