FORT KENT, Maine — The period after a disaster is not the time for departmental turf wars or trying to figure out who is in charge of doing what.

Typically, fire departments have the responsibility to conduct swift-water rescues, but all responders (police, fire, EMS, public works) should be aware of the dangers posed by swift-moving water.
